A content provider public key for decrypting the encrypted content is made available based on (1) the consumer device scanning the content provider public key at a location designated by the content provider, or (2) detecting that the consumer device is located within a threshold proximity of the location.

The respective messages are transmitted over a communications network to the applications in the pool of eligible applications.
